임영상 교수, 전국 28곳을 발로 뛰며 기록

전국 각지에 흩어져있는 고려인 마을을 직접 발로 뛰며 기록한 책이 최근 출간됐다. ‘한국에서 고려인 마을을 찾다’(북코리아)는 임영상 한국외대 명예교수가 지난 2021년 6월부터 2년 4개월에 걸쳐 ‘아시아엔’에 기고한 탐방기를 묶은 소책자다.

  수도권(서울, 경기, 인천)과 지역(광주광역시, 경상도, 충청도)의 기존 고려인 마을 25곳은 물론 인구 소멸 대응책으로 고려인 이주사업을 추진하고 있는 경북 영천, 전북 김제, 충북 제천시에 관한 내용도 담겼다.

  지난 20년간 재외동포 사회를 연구해온 임 교수는 특히 ‘의병의 고장’인 제천시가 ‘고려인의 고향’으로 거듭날 가능성에 주목했다. 제천시는 지난 10월 국내 거주 고려인 유치에 첫발을 뗐고, 내년부터 해외 거주 고려인 이주도 본격 진행할 방침이다. 지난해 12월 14일 제천시 재외동포지원센터에서 출판기념회도 열렸다.

  임 교수는 “지역특화형 비자 시범사업을 수행 중인 지방 중소도시들이 제천시 사례를 참고해 외국인 우수인재 전형(유형1)뿐 아니라, 동포 당사자와 가족들 모두에게 일할 수 있는 비자를 제공하는 ‘유형2’에도 관심을 갖고 각 지역 여건에 맞는 유치·초청 사업을 시작했으면 한다”고 밝혔다.

Professor Im records histories of 28 locations across the country on foot

   A new book has been published in which the author documents on foot the history of Korean villages scattered across the country.

  “Searching for Koryo-saram Villages in Korea” (Book Korea) is a booklet of travelogues written as a column in The AsiaN by Im Young-sang, a professor emeritus at the Hankuk University of Foreign Studies in Korea, over a period of two years and four months, starting in June 2021.

  The book covers 25 existing Koryo-saram villages in the Seoul metropolitan area (Seoul, Gyeonggi and Incheon) and regions (Gwangju, Gyeongsang Province and Chungcheong Province), as well as the cities of Yeongcheon in North Gyeongsang Province, Gimje in North Jeolla Province and Jecheon in North Chungcheong Province, which are pursuing Koryo-saram resettlement programs as a response to depopulation.

  Professor Im, who has been studying overseas Korean communities for the past 20 years, was particularly interested in the possibility of Jecheon, a city known as the “Town of Uibyeong” (Righteous Armies), becoming the “Hometown of Koryo-saram.”

  Jecheon took the first step in attracting Koryo-saram living in Korea last October and plans to start relocating Koryo-saram living abroad next year. A publication ceremony was held at the Jecheon City Overseas Korean Support Center on Dec. 14 last year.

  “I hope that small and medium-sized cities in the region that are carrying out the pilot project of region-specific visas will refer to the example of Jecheon city and start attraction and invitation projects tailored to their local conditions, paying attention not only to the selection of foreign talent (Type 1) visas but also to Type 2 visas, which provide work visas for both compatriots and their families,” Im said.
