미국 뉴욕경찰(NYPD)에서 최초로 한인 총경이 탄생했다. NYPD는 지난해 12월 18일(현지시간) 뉴욕시 퀸스 광역지구대의 허정윤 경정을 총경으로 내정한 데 이어 나흘 뒤인 12월 22일 진급식에서 그를 총경에 정식 임명했다.

한인이 총경이 된 것은 1845년 설립된 NYPD 역사에서 처음 있는 일이다. NYPD는 3만6천명의 경찰관과 1만9천명의 민간 직원이 근무하는 미국 최대 규모의 경찰 조직이다.

허 총경은 1998년 NYPD의 한인 첫 여성 경관으로 임용됐다. 이후 맨해튼과 퀸스 등 한인 거주 지역에서 근무하면서 경력을 쌓은 그는 2022년 한인 최초로 경정으로 승진한 뒤 1년여 만에 다시 총경에 오르면서 NYPD에서 ‘최초’ 기록을 양산했다.

NYPD에서 경감까지는 시험을 통해 진급할 수 있지만, 경정 이상은 지명을 받아야 승진할 수 있다. 실력은 물론이고 조직 내에서 신망이 있어야 NYPD의 고위 간부가 될 수 있다.

허 총경은 내정자 신분이던 12월 19일 언론 인터뷰에서 “높은 유리 천장을 깬 기분”이라며 “한인 경찰의 위상을 높이는 데 조금이라도 힘이 된 것 같아 너무 기쁘다”고 소감을 밝혔다.

부산 출생으로 한국에서 대학까지 졸업하고 미국에 온 그는 자신이 NYPD에서 총경으로 승진한 것은 과학적인 인사 관리 시스템 때문일 것이라고 조심스럽게 추측했다. 출신지나 성별 등에 대한 차별 없는 공정한 인사 시스템이 있었기 때문에 20대 이후에 미국에 온 자신과 같은 이민자도 실력으로 공정하게 경쟁할 수 있었다는 얘기다.

부하들 사이에서는 ‘진정한 귀부인’으로 불려

   허 총경은 “경찰 조직에 군대와 비슷한 분위기가 있으므로 초임자나 부하 직원들에게 아무런 설명 없이 일방적인 명령을 하는 간부들이 적지 않지만, 나는 조금 다른 느낌을 준 것 같다”라며 웃었다.

  그는 “초임자가 거리 순찰 근무를 하면 ‘며칠 전에 어떤 사건이 있었기 때문에 어떤 방향을 주시하고 있어야 한다’는 식으로 일일이 설명해주고, 일방적 명령 대신 대화와 설명으로 문제를 풀어나간다”고 설명했다. 이 때문에 부하 직원들 사이에서는 허 내정자에 대해 존경의 의미를 담아 ‘진정한 귀부인’(True Lady)이라는 애칭도 사용된다고 한다.

  허 총경은 향후 목표에 대한 질문에는 “한인 경찰관 후배들을 위해 길을 닦는 것”이라고 답했다. 그는 “나보다도 똑똑하고, 젊은 후배들이 위로 올라가서 미래에는 한인 NYPD 커미셔너도 탄생하길 기대한다”고 말했다. 6만 명 규모인 NYPD의 수장인 커미셔너는 한국식으로 표현하면 뉴욕 경찰청장이다.

  그는 “뉴욕 주재 한국총영사가 NYPD 커미셔너를 만날 때마다 ‘더 많은 한인 경찰 간부가 나와야 한다’고 강조했다고 한다. 이 같은 관심과 노력이 한인사회의 위상을 높이는 데 역할을 한 것 같다”고 전했다.

  김의환 뉴욕 주재 한국총영사도 “뉴욕 총영사관은 뉴욕시와 NYPD에 한인 총경의 탄생 필요성을 꾸준히 강조해왔다”면서 “한인 최초 총경 탄생을 계기로 뉴욕 동포사회의 안전도 증진되길 희망한다”고 말했다.

The New York Police Department (NYPD) has named its first Korean American superintendent. The NYPD nominated Heo Jeong-yoon of the Queens precinct in New York City on Dec. 18 last year and officially appointed her to the position at a promotion ceremony on Dec. 22, four days later.

This is the first time in the history of the NYPD, which was founded in 1845, that a Korean American has served as a superintendent. The NYPD is the largest police organization in the United States, with 36,000 sworn officers and 19,000 civilian employees.

Chief Heo was hired in 1998 as the NYPD’s first Korean American female officer. She went on to serve in Korean American neighborhoods in Manhattan and Queens, and in 2022, she became the first Korean American to be promoted to captain and then to superintendent again just over a year later, creating a series of firsts in the NYPD.

In the NYPD, you can advance through the ranks up to inspector by examination, but to advance above the rank of captain requires nomination. You need to have the right skills and be trusted within the organization to become a senior officer in the NYPD.

“I feel like I broke a high glass ceiling,” Heo said in an interview with Yonhap News Agency on Dec. 19, when her appointment was internally confirmed. “I’m very happy to have helped raise the profile of Korean American police officers.”

Born in Busan and graduating from university in South Korea before coming to the U.S., she cautiously speculates that her promotion to captain in the NYPD was due to a scientific personnel management system. It was a fair system that didn’t discriminate based on origin or gender, so immigrants like her who came to the U.S. in their 20s could compete fairly on merit.

   “There is a military atmosphere in the police organization, so there are many officers who give unilateral orders without any explanation to junior officers or subordinates, but I think I gave them a different feeling,” she said with a laugh.

  “When a rookie is on street patrol, I’ll explain things like, ‘There was an incident a few days ago, so you need to keep an eye on a certain direction,’ and I solve problems through dialogue and explanation instead of giving unilateral orders,” she said. Because of this, she said, the nickname “True Lady” is used among her subordinates as a sign of respect.

  When asked about her future goals, Heo said she hopes to “pave the way for younger Korean American officers. I hope that younger, smarter people than I will come up through the ranks, and in the future, there will be a Korean American NYPD commissioner.” The commissioner is the head of the New York Police Department and the leader of its 60,000 personnel.

  “Whenever the Korean consul general in New York met with the NYPD commissioner, he emphasized that, ‘We need more Korean American police officers,’” she said. “I think this kind of attention and effort has played a role in raising the profile of the Korean American community.”

  “The Consulate General of Korea in New York has consistently emphasized to the City of New York and the NYPD the need for a Korean American police superintendent,” said Kim Eui-hwan, consul general of Korea in New York. “We hope that the first Korean American police superintendent will improve the safety of the Korean American community in New York.”
