재외동포청은 4월 11일 인천 연수구에 있는 재외동포청 청사에서 정책자문위원 위촉식을 열었다. 정책자문위원회는 재외동포 정책과 주요 사업과 관련, 각계 전문가의 심층적·포괄적 자문 및 현안에 대해 수시로 논의하기 위해 설치됐으며 재외동포, 언론, 교육, 경제 등 11명이 초대 자문위원으로 위촉됐다.

위촉식에는 박인기 경인교대 명예교수를 비롯해 고상구 베트남 K&K 트레이딩 회장, 이진영 인하대 교수, 최미영 미국 다솜학교 교장, 박기태 사이버 외교사절단 반크 단장 등 11명이 참석했다. 이기철 청장 등 재외동포청 주요 간부도 참여한 이날 전체 회의에서 박 명예교수는 초대 정책자문위원장으로 선임됐다.

이 청장은 위촉식에서 “재외동포 정책을 총괄하는 중앙행정기관으로서 차세대의 정체성 함양과 국격에 걸맞은 동포 보호·지원을 강화하는 동시에 글로벌 한인 네트워크 구축 등 주요 업무를 추진하는 과정에서 자문위원들의 경험과 지혜가 필요하다”고 말했다. 이어 전체 회의를 주재한 이 청장은 한국의 정치·경제 발전상 알리기, 국내 거주 재외동포에 대한 지원, 재일본대한민국민단 지원 등 재외동포청 주요 현안 사업을 설명하고 재외동포청에 실질적 도움을 줄 수 있는 정책 제안을 당부했다.

   특히 이 청장은 재외동포에 대한 한국의 정치·경제 발전상 교육과 해외 교과서에 이를 수록하는 프로젝트가 동포청의 핵심사업이라고 소개하면서, “차세대 동포의 자긍심을 높이고 정체성을 함양하는 동시에 거주국 내 한인들의 지위 향상을 위한 것”이라고 설명했다.

  자문위원들은 한국의 발전상 알리기 사업에 대해 적극적인 공감을 표명했으며 성과를 낼 수 있도록 실질적인 자문을 하겠다고 뜻을 모았다. 정책자문위원장으로 위촉된 박인기 교수는 교과서의 파급력과 지속성을 감안할 때, 재외동포청의 발전상 알리기 사업이 매우 효과적이고 시의적절하다고 평가한다면서, 위원장으로서 사업의 성공을 위해 위원들의 역량을 하나로 결집해 나가겠다고 말했다.

  참가자들은 고령 동포의 모국 귀환 등 국내 동포 증가에 따른 다양한 정책 수요에 대응하기 위한 국내 동포의 정착 지원 대책 마련과 이를 담당할 전담 부서 신설 필요성에도 전적으로 공감했다. 재외동포청은 앞으로 자문위원들의 경험과 전문지식을 정책 추진 과정에 반영할 수 있도록 전체 회의 및 분과위원회를 수시로 개최해 내실 있는 자문기구로 발전시켜 나갈 계획이다.

The Overseas Koreans Agency held an appointment ceremony for policy advisory committee members at the OKA’s main building in Yeonsu-gu, Incheon, on April 11. The committee was formed to provide in-depth and comprehensive advice from experts in various fields and to regularly discuss pending issues related to overseas Korean policies and projects. Eleven members from the fields of overseas Koreans, media, education and economics were appointed.

The 11 members attended the appointment ceremony, including Professor Emeritus Park In-gi of Gyeongin National University of Education; Koh Sang-gu, chairman of K&K Vietnam Trading; Inha University professor Lee Jin-young; Choi Mi-young, principal of Dasom School in the U.S.; and Park Kitae, head of the cyber diplomatic mission VANK. Professor Emeritus Park was appointed as the first chairman of the committee at the meeting, where major executives of the OKA, including Commissioner Lee Key-cheol, were present.

“As a central administrative agency that oversees policies for overseas Koreans, we need the experience and wisdom of advisers to carry out major tasks, such as cultivating the identities of the next generation and strengthening protection and support for Koreans befitting our status while also building a global Korean network,” Commissioner Lee said.

Lee, who presided over the plenary meeting, explained the major pending projects of the OKA, including informing people of Korea’s history of political and economic development, supporting compatriots residing in Korea, supporting the Korean Residents Union in Japan (Mindan) and calling for policy proposals that could be of practical help to the OKA.

   In particular, he introduced the project of educating overseas Koreans on Korea’s political and economic development and including them in overseas textbooks as the OKA’s core project. “This will raise the pride of the next generation of overseas Koreans and foster their identities while improving the status of Koreans in their countries of residence,” Lee said.

  The advisory committee members expressed active support for the project to spread awareness of Korea’s development status and agreed to provide practical advice to achieve desirable results.

  Professor Park said that given the impact and permanence of textbooks, he evaluated the project as being very effective and timely, and said he would unite the 11 members’ capabilities for the project’s success.

  Participants also fully agreed on the need to prepare measures to support the settlement of domestic compatriots and establish a dedicated department to handle the growing demand for domestic compatriots, such as the return of elderly compatriots to their homeland.

  The OKA plans to hold general meetings and subcommittees on a timely basis to develop them into a substantial advisory body so that the experiences and expertise of the advisers can be reflected in policy implementation.
