꽃피는 봄이다. 목련과 개나리 등 봄꽃이 꽃샘추위에도 아랑곳없이 모습을 활짝 드러 냈다. 곧 온 강산이 형형색색의 봄꽃으로 물들게될 것이다. 만개한 봄꽃을 보니 앞으로 재외동포 사회 발전의 주축이 될 차세대 구성원들이 문득 머리에 떠오른다. 어떻게 해야 이들이 한국인으 로서의 굳은 정체성 아래 훌륭한 지도자로 성장할 수 있을까? 재외동포와 외국인을 대상으로 30년이 넘도록 한국어와 한국문화 교육을 해온 필자에게는 이게 큰 고민이자 화두다.

그들에게 무엇보다 중요한 것은 한국인으로서의 정체성이다. 정체성이 제대로 정립돼 있지 않은 상태에서 쌓은 업적과 성과는 모래성처럼 쉽게 무너진다. 그렇다면 차세대 재외동포 정체성 형성의 핵심은 무엇일까? 첫째도 언어, 둘째도 언어다. 우리가 사용하는 언어인 한국어가 바로 우리를 규정하는 정체성의 핵심 근간이다.

언어는 소통의 도구로서 한 개인이 사고하고 행동하고 세상과 교류하는 근간이다. 차세대 재외동포들이 한국어와 한글을 쉽게 익히고 사용할 수 있는 환경을 만들어 주고, 그것이 그들의 정체 성이자 경쟁력이 되도록 해야 한다. 가장 한국적인 것이 가장 세계적인 것이라는 말이 있다. 한국어와 한국문화에 능숙한 사람, 가장 한국적인 사람이 가장 세계적인 인재가 될 수 있다. 확고한 정체성에 기반해 차세대 재외동포들이 빈곤, 인권, 환경, 평화 등 인류의 지속 가능한 발전을 위한 아젠다를 선도할 수 있도록 교육해야 한다. 차세대 재외동포 교육은 한국어를 중심으로 세계 시민으 로서 소양을 함양하는 교육이 돼야 한다는 것이다.

이를 위해서는 정책적, 제도적 지원은 물론 한국어와 한국문화를 교육할 구체적 방법이 필요하다. 재외동포청을 중심으로 각국의 한국교육원과 한국문화원, 한글학교 등 한국어 교육기관과 현지 동포사회가 긴밀한 네트워 크를 구축해야 한다. 그런 네트워크를 토대로 할때 현지 사회에 필요한 다양하고 실질적인 제도와 정책을 마련할 수 있다. 필자가 오래전부터 봉사하고 있는 미국 로스앤젤레스 소재 한국어 진흥재단의 한국어 교육 관련 노력과 성과(초중고 한국어 강좌 개설 확대 및 교육 지원, 자체 개발 교재 200만 부 판매 및 단독 건물 매입, ‘AP’ (Advanced Placement) 시험 한국어 채택을 위한 청원 등)는 그런 면에서 본보기로 삼을 만하다. 차세대 재외동포 교육은 물론 현지 사회에서의 한국어 교육의 확산에 큰 성과를 낸사례이기 때문이다.

다만, 해외에서의 한국어 교육은 교재 등 각종 교육자료와 한국어 교원 등 물적·인적 자원 부족으로 아직도 어려움을 겪고 있다. 재외동포 사회가 수십 년 이상 골머리를 앓아 온 해묵은 문제지만 해법은 간단치 않다. 시대가 급변하면서 과학기술이 놀라운 속도로 발전하고 있다. 세계적 반향을 일으키고 있는 챗-GPT 등 인공지능(AI) 기술을 한국어 교육의 어려움을 해소 하고 새로운 차원으로 발전시키는 동력으로 삼았으면 한다. 에듀테크(교육+기술)를 접목해 새로운 차원에서 발전적 해결을 모색하자는 것이다.

아울러 소외된 지역의 차세대 재외 동포 교육에도 더 많은 관심과 지원이 이어지길 바란다. 그런 노력과 시도, 지원을 통해 차세대 재외동포들이 각자 살고 있는 사회에서 전 인류적 담론 선도와 과제 해결에서 리더십을 발휘할 수 있었으면 한다. 더불어 그들의 정체성이자 본질을 이루는 한국어와 한국문화가 전 세계인의 가슴 에도 봄꽃처럼 활짝 피어나기를 기대해 본다.

Spring is in bloom. Magnolias, forsythia and other spring flowers have emerged from the cold, and soon the whole landscape will be covered in colorful spring flowers. Looking at the spring flowers in full bloom, I suddenly thought of the young people of the next generation who will be the main pillars of overseas Korean development in the future. How can we help them grow into great leaders with a strong Korean identity? For me, who has been teaching the Korean language and culture to overseas Koreans and foreigners for over 30 years, this is a big concern and topic of discussion.

The most important thing for them is their identity as Koreans.

Without a well-defined identity, their achievements and accomplishments can easily crumble like a sandcastle. So, what are the keys to forming the identity of the next generation of overseas Koreans? First, language, and second, also language. The language we speak, Korean, is the core foundation of our identity.

As a tool of communication, language is the foundation of how we think, act and interact with the world. We need to make it easy for the next generation of overseas Koreans to learn and use Korean and Hangeul and make it their identity and also their competitive advantage. It is said that what is the most Korean is also the most global. Those who are proficient in Korean language and culture, those who are the most Korean, can be the most global. With a strong sense of identity, we need to educate the next generation of overseas Koreans to lead the agenda for sustainable human development, including poverty, human rights, the environment and peace. The education of the next generation of overseas Koreans should be centered on the Korean language and cultivate global citizenship.

This requires policy and institutional support, as well as concrete ways to teach Korean language and culture. A close network should be established between Korean educational institutions, Korean Cultural Centers and Hangeul schools in each country and the local Korean community there, with the Overseas Koreans Agency at its heart. Based on such a network, various practical systems and policies can be put in place for local communities.

The efforts and achievements of the Foundation For Korean Language and Culture in USA in Los Angeles, where I have been volunteering for many years, are exemplary in this regard, including the expansion of Korean language courses and educational support in elementary, middle and high schools, the sale of 2 million copies of its own textbooks, the purchase of its own building, and the petition for the inclusion of Korean among the Advanced Placement (AP) exams. This is because it has made a significant impact on the education of the next generation of overseas Koreans, as well as the spread of Korean language education in the local community.

However, Korean language education abroad still suffers from a lack of material and human resources, including textbooks and Korean teachers. This is a longstanding problem that has plagued the overseas Korean community for decades, but the solution is not simple. Times are changing rapidly, and science and technology are advancing at an incredible pace. I hope that artificial intelligence technologies, such as ChatGPT, which are resonating globally, can be used as a driving force to solve the difficulties of Korean language education and develop it to a new level. Through edtech (education + technology), we hope to find a new level of developmental solutions.

I also hope that more attention and support will be given to the education of the next generation of overseas Koreans in marginalized regions. Through such efforts, attempts and support, I hope that the next generation of overseas Koreans will be able to take leadership in leading global discourse and solving problems in the societies they live in. I also hope that Korean language and Korean culture, which constitute their identity and essence, will bloom like spring flowers in the hearts of people around the world.
