재외동포청은 이상덕 청장 주재로 8월 30일 인천 송도에 위치한 재외동포청 청사 36층 대회의실에서 제2차 재외동포청 정책자문위원회 전체회의를 개최했다.

이번 회의에서는 박인기 경인교대 명예교수(위원장)를 포함해 고상구 베트남 K&K 트레이딩 회장, 이진영 인하대 교수, 강성철 연합뉴스 재외동포 전문기자, 최병천 월드코리아 신문 편집이사, 이영환 전환기정의워킹그룹 대표, 신연정 차세대위원이 참석했으며, 미국 거주중인 재외동포 김영길, 최미영 위원이 온라인으로 참석했다.

이상덕 청장은 “국내거주 재외동포가 증가하고 사회통합을 위한 정책적 수요가 대두되는 상황에서, 국내동포 정착지원은 재외동포청이 고민하고 체계를 잡아나가야 할 새로운 정책 아젠다” 라고 강조했다.

아울러, “동포청은 외국인 대상 이민 정책과 차별화된 국내 동포 맞춤형 정책과 토탈케어시스템 구축을 위해 다방면에서 노력하고 있다”고 설명하면서, 위원들의 고견을 구했다.

자문위원들은 지방 인구가 계속 감소하는 상황에서 국내동포 정착지원 정책의 시의성과 중요성에 대해 적극적인 공감을 표하고, 동포청이 추진하는 사업이 실질적 성과를 거둘 수 있도록 자문위원 역할을 충실히 수행해 나가겠다는 뜻을 모았다.

특히, 박인기 위원장은 국내동포 정착 지원 정책의 중요과제로서, 동포청이 언어 등 맞춤형 교육프로그램을 주도적으로 설계하고 ▲지자체 ▲교육 전문기관 등과 협업하여 실효성있게 추진해 나가야 한다고 제의했다.

또한, 위원들은 국내동포의 출신국가, 연령 등이 다양한 만큼, 동포들의 수요를 반영하는 종합적이고 세밀한 정책 추진이 중요함을 강조하면서 재외동포들의 국적회복, 관련 법령과 제도의 정비, 지자체와의 협력 등의 의견을 제시했다.

아울러, 위원들은 국내동포 정책은 국내 동포에 대한 우리 국민의 인식 개선을 위한 노력을 병행하여 추진할 때 실질적인 성과로 이어질 수 있다고 당부했다.

재외동포청은 앞으로도 자문위원들의 다양한 경험과 전문지식을 정책 추진 과정에 반영할 수 있도록, 상시소통을 통해 자문위원회를 내실 있게 운영해 나갈 계획이다.

The Overseas Koreans Agency held its second plenary meeting of the OKA Policy Advisory Committee under the chairmanship of Commissioner Lee Sang-duk in the main conference room on the 36th floor of the OKA building in Songdo, Incheon, on Aug. 30.

The meeting was attended by Kyungin University emeritus professor Park In-gi (committee chair), Chairman of K&K Trading in Vietnam Ko Sang-gu, Inha University professor Lee Jin-young, Yonhap News Agency’s overseas Korean specialist reporter Kang Sung-cheol, Editor-in-Chief of the World Korea newspaper Choi Byeong-chun, Transitional Justice Working Group Chairman Lee Young-hwan and Next Generation committee member Shin Yeon-jeong, while members Kim Young-gil and Choi Mi-young, who are overseas Koreans living in the United States, participated virtually.

“As the number of overseas Koreans living in Korea is increasing and policy demands for social integration are emerging, settlement support for overseas Koreans is a new policy agenda that the OKA must consider and organize,” OKA Commissioner Lee said.

“The OKA is working in various ways to build a customized policy and total care system for Korean compatriots that is differentiated from immigration policies for foreigners,” he said, and sought the opinions of the committee members.

The advisory committee members expressed their strong agreement on the timeliness and importance of the policy to support the resettlement of Korean compatriots in a situation where regional populations continue to decline, and expressed their willingness to faithfully fulfill their roles as advisory committee members to ensure that the projects promoted by the OKA achieve practical results.

In particular, Committee Chair Park suggested that as an important task of the policy to support the resettlement of Korean compatriots, the OKA should take the lead in designing customized educational programs, including language education, and effectively promote them in collaboration with local governments and educational institutions.

The committee members also emphasized the importance of promoting comprehensive and detailed policies that reflect the needs of the diverse nationalities and age range of compatriots residing in Korea, including restoring the Korean nationality, improving relevant laws and systems, and cooperating with local governments.

The members also emphasized that domestic compatriot policies can lead to tangible results if they are implemented in parallel with efforts to improve domestic public perceptions of Korean compatriots.

The OKA plans to continue to stably operate the OKA Policy Advisory Committee through regular communication so that the diverse experiences and expertise of the members can be reflected in the policy process.
